PIMS Society Jalandhar Background and Status

Punjab Institute of Medical Sciences (PIMS) Society, was established by the Punjab Govt. on dt 7.7.1994 and registered under the Registration of Societies Act XXI of 1860 by Registrar of Firms & Societies, Punjab, Chandigarh vide no.: 916 dated 10.10.1994. with the object to establish and to carry on the administration and management of Punjab Institute of Medical Sciences, Jalandhar (a hospital & medical college at Jalandhar).  The Registrar of Firms and Societies has given acceptance for amendment of object on 12.10.2009 as under:

“3(i) The objects for which the Society is established are:

(a) To establish and to carry on the Administration and management of Punjab Institute of Medical Sciences, Jalandhar (Already provided). 

(b) To set up, establish, promote, manage or associate with any other Institution or Centre in the State of Punjab devoted to education, training and research in various branches  of health sciences and working for the advancement of scientific knowledge  aimed at enhancing the quality of patient care. (New objects added)”.

M/s Gautam Shah & Associates, Ahamadabad was appointed as Architect for construction project of PIMS @ 4% fee on the total cost of project.  An agreement was executed with the Architect on 7.8.1996.  The Architect had prepared the master plan of the project which was approved in the Governing Body meeting dated 22.10.99 and work was started accordingly.

60.77 acres of land was purchased for establishment of Medical College and Hospital in PIMS on 4/7/97, at Garha Road, Jalandhar, from P.A.U. at the cost of Rs.3.00 crore.  Presently PIMS has 55.90 acres of land as 5.08 acres was transferred to PUDA out of 60.77 acres and 0.22 acres of land was received from PUDA.  This was done due to streamline the boundary of PIMS and generate higher revenue. 

Initial Building:  A two storied building with a total floor area of 2319 sq.mt. was constructed and completed at a total cost of Rs. 1.41 crore at the site during May 2000.  PIMS office was also operating from this building earlier.

Main building of Hospital & Medical College :  The Building of PIMS Medical College & Hospital Jalandhar has been constructed through M/s L & T Ltd and other services like HVAC from M/s Blue Star Ltd., Lift from M/s Johnsons Lifts, Medical Gases from M/s PES Installation New Delhi, Laundry from M/s STEFAB, Water Supply & Filtration Equip and Sewage Treatment Plant from M/s Hydrotech Paryavaran Mohali, CSSD from M/s Medicare Equip. & M/s Yarco Sales New Delhi and Tubewell etc.  The total cost of the building & including its service was around 129.00 crore and it was completed on 15.10.2009.  All the supervision of construction was done by PHSC Mohali @ 2% of Construction Cost.  

At Present Medical College & Hospital is being run & operationalise through PPP Mode. The brief of which is given below.

The main source of funding for the project was earning from the sale of 104 acres 5 kanals 1 marlas land, situated at Garha Road, Jalandhar, which was purchased by the PIMS from P.A.U. Ludhiana at cost of Rs.15.00 crore.  The possession of total land has been taken over by PUDA in 3 parcels upto October 2001, for generating funds for PIMS from the sale of land.  A tripartite agreement was executed among State Government, PIMS and PUDA on 30.4.2002.  A piece of land near about 4.86 acres (5.08 - 0.22 acres) was also given to PUDA so with this total 109.49 acres of land has been transferred to PUDA.  In the agreement PUDA initially projected net revenue of Rs. 183.00 crore from sale of land and was expected to be realized over a period of 5 years.  Later it was risen to 400.00 to 500.00 crore approximately. Out of the total sale proceeds of land i.e. 375.68 crore  upto 30.9.2016, After reducing its expenditure of Rs.  25.18 crore, PUDA has only transferred a sum of Rs. 208.96 crore to PIMS till date.   The agreement itself was revised two time during July 2011-12 and August 2012-13 for funding the projects of Core Health plan with Health department Punjab (Out of revised increased revenue, Rs. 130.00 crore have already been transferred directly by PUDA to PHSC/Health Department for these projects as per revised tripartite agreement executed 7.8.2012).  PUDA has transferred Rs. 10 crore directly also to the projects in hand of PIMS Society.  

Other funds received: 

  • A sum of Rs. 3.00 crore was received from the State Govt. during Dec.1994.  
  • Additional Central Assistance of Rs.25.00 crores, was granted by Govt. of India, in the 9th Five Year Plan (1997-2002).   
  • Rs. 2.10 crore have also received from GoI for the project of Nursing College and National Level Physiotherapy Workshop at Patiala during March 2013.
  • Rs. 136.4044419 crore has been received from the Private Sector Player as Upfront Consideration Fee of Rs. 131. 00 crore + interest on delayed payment for running & operationalizing the Hospital Medical College through PPP Mode.
  • Annual Concession Fee (i.e. 5% of Upfront consideration amount 131.00 crore and increased by 5% from previous year’s paid) is receiving from the Private Sector Player i.e. Concessionaire PMEC Society started from 28.08.2016 as starting of 8th year after proposal acceptance date 28.8.2009.
  • Interest being earned on investment.

On the refusal of Government of India, Ministry of Health Family Welfare, Nirman Bhawan, New Delhi to set up an AIIMS like an institution in PIMS complex at Jalandhar and proposal to explore the feasibility of adopting Public Private Partnership (PPP) for development of the institute, the Governing Body in its meeting dated 5.7.2007 constituted a standing committee which with the help of PIDB select the private bidder through advertisement inviting Expression of Interest (EOI) with minimum eligibility criteria.  Standing Committee selected three bidders out of 12 applied. These three were as follows:

  1. Shri Aishi Ram Batra Public Charitable Trust and Shri Chander Chinar Bada Akhara Udasain Society, Srinagar – Consortium;
  2. M/s BSES Kerala Power Ltd., Ernakulam; M/s Reliance Health Venture Limited; Kokilaben Dhirubhai Ambani Hospital (a unit of Mandke Foundation) and University of Nebraska Medical Centre, USA- Consortium and 
  3. NRI Academy of Sciences, Andhra Pradesh; St. Joseph Healthcare System; EDS Technologies Pvt Ltd; Mr. AppaRao Mukkamala; Mr. Rakesh Mahajan and Mr. Shrikant Mehta – Consortium.

Governing Body in its meeting dated 21.8.2008 approved Request For Proposal (RFP) for the three bidders prepared by PIDB to finalize the final bidder.

Only two bidders Sr. 1 & 3 submitted their technical proposals to PIDB. A time upto 12 : 00 P.M. was allowed to   Shri Aishi Ram Batra Public Charitable Trust to submit unconditional technical proposal decided in the  Sectoral Sub Committee (SSC) meeting  held on 17/12/2008 under the Chairmanship of Managing Director P.I.D.B. Only financial proposal of the NRI Academy etc. was opened in SSC meeting held on 19/12/2008 in PIDB as Shri Aishi Ram Batra Public Charitable Trust had not withdrawn his condition.  The upfront consideration quoted by the bidder i.e. NRI Academy is Rs. 131.00 crores.

PIDB has issued Notice of Award to the NRI Academy of Sciences, Andhra Pradesh; St. Joseph Healthcare System; EDS Technologies Pvt Ltd; Mr. AppaRao Mukkamala; Mr. Rakesh Mahajan and Mr. Shrikant Mehta – Consortium on 1.1.2009.   The Consortium has given their acceptance on 8.1.2009 from PIDB.   The Consortium will also pay 5% of upfront consideration i.e. 131.00 crore from the eighth year onward from the date of acceptance of award which shall be increased every year @ 5% per annum over the previous year’s Annual Concession Fees.

 

  1. As per Request for Proposal (RFP) the Private Player, NRI academy will charge the same rate as applicable from time to time in PGI Chandigarh for teaching as well as General Hospital.
  2. Provisions for free treatment facilities to the Below Poverty Line (BPL) patients has been kept, the expenses of which will borne by PIMS. 
  3. The fees will be charged from the students of the Medical College as per notifications issued by the Govt. of Punjab from time to time for “Private Medical Colleges” of the Punjab state.
  4. The PSP shall not use more than 5 acres of land for other related infrastructure facilities like health club, food court, attendant’s inn, faculty club, wellness programs etc. 
  5. Minimum Requirements, Standards and Rules and Regulations for running a Medical College will be as per Medical Council of India (MCI). Quality of health care services will be as per Standards of Joint Commission of International (JCI). 

 

As per the Concession Agreement the consortium, Consortium (PSP) formed a society named as PIMS Medical & Education Charitable Society (PMEC Society)

On the direction the 21st Governing Body meeting held on 27.8.2009 the Concession Agreement was signed on 28.8.2009 amongst the Concessioning Authority (PIMS), the Concessionaire (PIMS Medical & Education Charitable Society) and the Confirming Party (State Govt).   

Till date PMEC Society has full & final payment of Rs.  131.00 crore during 2008, 2009-10 and 2010-11 including interest on delayed payment of Rs. 54044419.00 during 2009-10 and 2010-11.  

The Lease Deed was signed on 7.1.2010 and registered on 11.1.2010.

The building of Medical College & Hospital has been handed over to the PMEC Society during Feb. 2010 and after issuance of Certificate of Compliance on 4.6.2010 the hospital of the institution was started.  Medical College was started by the PMEC Society on 2011-12 sessions onward. 

Governing Body of PIMS Society Jalandhar has approved and noted its status in its earlier meetings some projects  like Nursing College & National Level of Physiotherapy Work Shop at Rajindra Hospital/GMC Patiala, Machinery & Equipment to GDCs of Punjab State Govt., Advance Diagnostic Cancer Treatment & Research Centre Bathinda, Upgradation of Radiotherapy Department of GGS Medical College Faridkot and GMC Amritsar, Upgradation of PG Seats in GMC Patiala, Development works in Hospital & Medical College of GMC Patiala, Autism Centre Mohali, Guru Ravidas Ayurveda University Hoshiarpur, Medical Education & Research Bhawan Mohali and Skill Development Centres in the 3 State Medical Colleges etc.  On these project PIMS Society has spent fund to the tune of around 170 crores.
